The Vision
In 2015, the clothing and textile industry will be characterized by:
  Employment growing steadily above 2005 levels
  Casualised labour will be steadily reduced
  Production will be focused on higher value and higher value-added products
  Enterprise efficiency will be at global benchmarked best
  Labour skill levels at globally competitive standards
  Joint marketing by the industry developed and strengthened integration into global supply chains
  Local design finding a sustainable niche appeal in international markets

The Target
  Maintain employment figures of 30 000 formal and 20 000 informal

Essential Strategy
  Stabilize employment and begin growing employment slowly by addressing the competitiveness of enterprises and labour
  Assist the industry to market itself as a whole
  Shift production to higher value products and higher value addition
  Develop and market local designs and supply capacity globally and ensure integration into global production chains
  Reverse casualisation
  Assist smaller CMTs to benefit from hive-based co-operation
  Initiate support campaigns, which encourage purchasing locally manufactured garments

Impact Clothing & Textiles
Investment Recruitment Via Wesgro, promote upstream textile investment opportunities
Domestic investment recruitment to establish a hive for light-manufacturing bases
Increasing Employment Co-operate to shift the industry to high value & higher value-added products
Co-operate to increase competitiveness of enterprises and labour
Expand support for Clotex as the organization that formalizes and upgrades the CMT sector
Marketing Establish a PPP to market the manufacturing capacity and new domestically designed products of higher value and higher value addition than the mean in 2005
Infrastructural Enhancement Support initiatives toward developing a fashion precinct in the Salt River-Woodstock area
Strategic Competitiveness Support sector cluster enhancement initiatives like the Cape Clothing Cluster to entrench world-class manufacturing
Support Clotex in the development of the CMT sector and retailers
