The Vision
By 2015 the ICT industry will be one of the key drivers of the Province’s knowledge economy having embedded creativity, design and innovation. It will be characterized by the following:
  A competitive share of the global market for similar regions in developing countries
  Responsive to technological advances
  Well-supplied with appropriately skilled employees
  Transformed in terms of ownership and employment equity
  Commercialization of R & D
  Cost-effective and efficient enabling infrastructure
  Export-orientated in products and services

The Target
  Facilitate 10 000 new jobs

Essential Strategy
  The Province will facilitate the establishment of enabling ICT infrastructure to improve the competitiveness of enterprises and the industry in the province by supporting and monitoring transformation in the industry arising from its charter
  Cape IT Initiative (CITI) will be used as a vehicle for delivery to promote growth and development in the sector
  Support the development of high quality and innovative products that are design-led, support R & D projects and facilitate investment for high potential projects
  Facilitate promotional marketing programmes, in foreign target markets, of IT outsourcing as well as the export of established services and products

Impact ICT Interventions
Investment Recruitment Promote the regions as an innovative cross-cutting location for targeted sub-sectors and niche segments
Recruit investment into major infrastructure projects such as the satellite project and various broadband initiatives
Marketing Improve coordination and dissemination of marketing intelligence and information
Enhance linkages between ICT companies and procurement by local companies through awareness building and networking
Infrastructural Enhancement Support establishment of broadband networks and wireless access points
Support establishment of province-wide satellite project initiative of National Government
Strategic Competitiveness Set up programmes to use ICT to enhance the competitiveness of our priority sectors
Continuously evaluate and monitor developments within the industry so as to identify new niches
Support CITI to bring ICT industry together for information dissemination and networking
Workforce Development Develop, institutionalize and support strong linkages between research units of tertiary institutions and ICT enterprises
Enterprise Development & Participation Expand the efficiency of incubators like Citi Bandwidth Barn
Support and expand access to Bandwidth Barn’s bridging programs for membership and business training support
Initiate and support a venture capital fund for high potential start-ups and growing companies
Economic Empowerment Initiate and support incubators for BBBEE enterprises and ICT mentorship programmes for BBBEE companies
Streamline access to Government’s ICT procurement opportunities
Assist industry to meet Charter objectives
Support programmes aimed at youth empowerment and women in business programmes, and programmes to overcome the digital divide
Geographic Distribution Support development of niche ICT sub-sectors in the districts
Regulation Assist companies with protection of intellectual property rights
Support the growth of Bandwidth Access points
