The Voyage Ensemble aims at fostering relationships between local and migrating African artists and by so doing break down xenophobia.

This exhibition, which is the second of a series initiated by the Scalabrini Centre in Cape Town with funds from IFAS and Pro-Helvetia, explores the theme of a journey, movement and change on the African continent and will showcase the individual works of visual artists from South Africa together with artists from Congo, Burundi and Mozambique who live and work in Cape town.

Voyage Ensemble, a second Journey is conceptualized to open as part of XCAPE in Cape Town using the existing synergies between the two platforms “convey and examine movement and change on the African continent, not only in the realms of politics and international relations but also in visual culture.” As an expression of their objectives, the Voyage Ensemble artists engage creatively in a series of a 2 months workshops to present short animated films for the exhibition.

Ultimately the Voyage Ensemble Project seeks to celebrate a journeying together of both visual art and people that is not defined by borders and differences but by a broader understanding of a shared African visual imagery.

FOR many years, Hout Bay has been described as a microcosm of South Africa.

But it is a microcosm that all of us who love our country and province should not be pleased about.

It paints a picture of people being squashed into apartheid-throwbacks, featuring shacks, backyard dwellings, bucket toilets and massive social problems … while, just around the corner it shows others living in houses like the one I saw advertised the other day: “Thatched roof Splendour” on almost 6,000 square metres for a little bit under R5-million.

Is this what we want people to describe as “typically South African”?

I don’t think so.

This microcosm of South Africa that we see in Hout Bay – abject poverty existing cheek-by-jowl with glittering affluence – is a stark reminder of what we (as government and as civil society) still need to do to build the Western Cape into a province that offers a true home for all who live here.

We have won our political freedom – now we need to win the fight against homelessness … against poverty … and against unemployment.

Last week, I had the pleasure of launching the Western Cape Government’s Strategic Infrastructure Plan (SIP).

Let me tell you something about the SIP – because, I believe, that it has a number of components that you, as a business forum, might be interested in.

It is a multibillion-rand initiative that will seek to address the most glaring concerns of the population of the Western Cape – and especially the poor.

As a province, we have a lot of catching up to do….

SIP is a Department of Transport and Public Works initiative (due to run until 2014) that provides the foundation that the business environment needs to support quicker growth and job creation in certain key growth areas.

One of the anchor pillars of our Provincial Growth and Development Strategy, the SIP’s primary purpose is to guide infrastructure investment by both government and the private sector over the next 10 years – and to improve the management and the use of existing infrastructure assets.

It is a collaborative effort between provincial departments of our government, municipalities and the private sector.

The beauty of the SIP for me is that it has drawn a commitment from all the participants to work together for the greater good of the Western Cape; in a province where political rivalries can often be robust this is a highly significant development.

I am particularly pleased that aspects of the plan make allowance for the building of affordable houses for the poor close to the Central Business District of Cape Town.

And I would like to address this message to the residents of Imizamo Yethu and Hangberg, in particular….

The Klopskamer practiced on Sunday, 15 April 2007, with a road march from the Harbour starting at Snoekies at 15:00h to the Hout Bay Sport Centre.

“I believe everyone has constructed a picture in their minds and I just need to complete the picture and hang the trimmings on it. There is a lot of talent in Hout Bay and we must make use of it.” These were the words of the Hout Bay Entertainers’ chairperson Michael Baartman at their first opening event on Sunday 15 April 2007.

He explained before the opening “so the team of workers came together and decided we can do something. I was elected chief of staff for which I feel proud and am going to make a success of it”.

The aim of the troupe is not just to participate in the Annual Minstrel Carnival but also to “start a massive campaign to show the drug-dealers, how much damage they do to the community. We need positive alternatives to keep our kids away from drugs”.

Michael informed the audience that they want to ask members for a little financial contribution because of the income status of residents. However, the HBE need money to cover the costs of uniforms, brass band, transport, etc. and it would be compulsory for them to attend HBE fundraising events.

Sylvia Cummings, HBE working committee chairlady explained, “the working committee would be in charge of fundraising and a karaoke, bingo and a disco took place and this would continue. It would also be required from those joining to pay a small monthly subscription fee”.

The Hout Bay Entertainers have been accepted by the Minstrel Association. Michael believes businesses also have a role to play in supporting HBE financially and jokingly says “anybody who has a ten thousand rand lying around at home can give it to us for our registration fee”.

Winston Williams, brass band captain, said, “children who are members of the Hout Bay Two Oceans Brass Band are getting educated in music through the Music Academy at Kronendal Primary School”.

The day ended on a lovely note with Jamie-Lee Davids and the youngsters singing “The Greatest Love Off All” with reference to our children who are the future.

The troupe would practice every Sunday at Michael’s Place next to Block R in Salamander Road from 2pm to 6pm. HBE appeal to people from Imizamo Yethu and the Valley to join.
