- The Moving of Residents: Movement of some residents is inevitable
- A Hout Bay Wide Development Plan: A framework of Infrastructural, social and environmental parameters to be formulated to guide development. A moratorium on development must be declared ubntil framework formulated
- Public or Private land?: Land audit must be done; Public land is the first option for housing. Private land thereafter
- Defining the Housing Plan: Technical working group to propose different housing models that shall include densification and single housing units on land identified
- Holding Authorities Accountable: Present Working Committee shall appoint a suitable monitoring team to develop, present and execute he plans
- Time Lines: August 2007 report back. Plans by December 2007 for construction in 2008
- Responsibility and Funding: City, Province and National Department of Housing
- Land Audit: Not only City and Provincial land considered but other Government agencies and private land included
